Shall we allow new characters, and no old ones that you've played in this last map? Or should we allow old characters from last map to be played in our brand new persistence world?

Would it be possible to have a 'fresh start' map but with re-used names? I think it'd be nice to have the fresh start (for the sake of new players as well) but also allow the vets to continue their story by essentially having the same personality.

To specify on what you're getting at, and to close any possible confusion; The fresh start option is new names, and new characters entirely. You will be expected to not have a character with a name that of, or similar to, any persons from Quadrant B. While the first option, Allow old characters; means old characters can be remade.

However (this is personally my OPINION) removing old cliques and allowing for a new start in a new persistence with new lore is the best bet for ALL players now and later.

I, in my opinion, would definetly vote on the allow old characters part and would definetly agree with a Fresh Start when it comes to retconning Quad B along with a full Lore rewrite, but frankly I will always go for old characters due to the comfort that they bring to vets.

Having started from the Vig myself, just thinking of all the stuff from then to now brings a warm feeling to my heart, as an example of  allows for friendships between characters to stay alive, instead of having to remake them IC, just for the simple fact that you're friends OOC.
It allows for people who are much more comfortable on their old shoes to stay with their old shoes, while those that want to get a new pair of shoes to get them whenever they want.

I'm a person that likes and never changes from their old shoes. I can hear songs that I listened to while playing before and just have a huge smile due to the memories that were connected with that song.
For example "Fantasy" by Killer Bee, a dreamwave song that I found by complete accident while searching for memes a few years ago, a song that I just downloaded for the heck of it... A song that while playing on PS13 I connected to the relaxing and fun late nights that I would just boot up BYOND to simply play and enjoy the atmosphere.

Now a fresh start lorewise? Definetly.
A clean slate would definitely help the story of the world, but the story of the people should be kept to the people and not sacrificed entirely to a "bigger story". It definetly should be shown and allowed to participate in, but not jammed down people's throats. It's not pleasant.

Starting this off, I haven't played much of Persistent SS13 myself but I was introduced into it by Licapebble during the early period of it's latest resurgence. There is a very tight nit community among this server and it was apparently clear to me from the moment I joined. There is a sizable audience here of individuals that come here to be part of their little cliques, Posses, etc. The problem with leaving this up to a vote is: Sure, we've got new players that are willing to play the game once the server has reset the RP standards to be that characters who were previously played can not be played again. However, there is a problem that you've got to understand that is some of these characters have been developed over a long period of time and those people may particularly like their characters because they've built them up to be a symbol of their accomplishments as a player and as someone who enjoys role-play. I am a frequent player of role-playing games and I consider myself to understand where people are coming from when they are upset that their character that they've put so much time and effort into is now going to be erased from play regardless of their opinion due to some democratic approach on something that really shouldn't make a difference to the way that new players are experiencing the server on their own accord.

You could say that people will probably stick to their groups of friends in the event that there isn't a hard reset on the server. However, people who are feeling "Cheated" by the approach that is being taken to make this up to a vote are more likely to leave the server because their point of view didn't come out on top, resulting in the goal of the vote (which I'm guessing) to make the game more appealing to a newer audience of players will just exile veterans of the server who have stuck with you along the way. Personally, my opinion is that this should not be held up to a vote and there should be a situation where newer players (and older players to the capacity of the starting section of the server's lifespan.) should be given a simpler start be it more assistance in starting up their business or making it more user friendly to do so. I remember when I first started playing on the server I had been overwhelmed with a lot of the game mechanics and also a very difficult start due to a lot of now fixed bugs causing the inability to progress in the early game for someone who wasn't as savvy with the workings of the mechanics.

In the end, the choice is yours to decide as to if it is worth alienating the people who do not want this change or just coming up with a way in game to fix the problem of players leaving very soon after joining due to being overwhelmed.

As far as the constant banter about the administration team coming from the community, it is hard for everyone to make time in their busy lives to work around a server and that should be understood. There needs to be a way for the server to maintain at least one admin online at all times, even if it means grasping at straws for someone who is able to fit those standards and times required of them to be active. I personally have quite a bit of experience working as a administrator and I can understand that life does come before the game and that's the most important thing for everyone to remember. Everyone has their right to live their life the way they find it to be comforting to them. No one should be harassed because of their inability to preform the task at all times as we are all human. Besides those of us who have scales under our latex masks.

That's just like my opinion man.

I was here during Quadrant Alpha, I enjoyed it but sadly my real life got hard and I had to deal with IRL shit. Coming back, it seems like there's no one playing. The only reasons I see for there not being a fresh start, is that people value the cliques that have formed in this iteration. When the player base is dead, the only solution would be to start again. My interpretation of the quotes below is that IC groups formed, OOC groups / friends as a result of that, and those groups wish to retain their characters because they worked hard for their status.

That's all well and good, but having a ton of power on a server with no people playing is pretty pointless, and is killing your community. Having returned from time away to find the server completely dead, I think the only solution would be a fresh start, a propaganda campaign to pull more of the SS13 community at large into the server. It's not hard to start from scratch, maybe try a new thing this time? You should think of the positives, not the "Oh I'm so powerful in a virtual world on SS13, look at my big pee pee".

Basically saying that you wish to retain your character and associates IC, because you're friends with them OOC, and it'd be much easier for you to get started, without being accused of metagaming?

They feel cheated because they spent time and effort making a character, and gaining power in a virtual world, which in the grand scheme of reality is nothing. I hate to be so blunt but, if you value power over no regular players... It's pretty pointless having any power at all eh?

This is so far from what I was talking about that it seems you either: haven't read what I said and jumped to conclusions or you are so unwilling to see the fact that the server has a comprehensive lore and so do it's players with their own characters.

I think the main thing that needs to happen is a complete lore wipe, frontier lore is just a mess right now. In the future we need a better long-term vision for how the lore should progress. A vision that complements the player-driven stories rather than railroads over them. While I'm sympathetic to the attachment that many have to their characters, I think that retaining them would be problematic. Cliques and meta gaming aren't the issue imo, its copy-pasting characters from their existing universe into a new one. A new persistent universe needs to be a blank slate, old characters will inevitably drag in old storylines, creating a quagmire story-wise. A wipe won't solve every problem, but it will free up the developers to pursue new directions without worrying about whats already been established.
